Perceptions of the ecosystem services in Frontino-Urrao páramo complex, Department of Antioquia, Colombia

Abstract (en):

This paper shows results of an investigation in Frontino-Urrao páramo. We focus on the perceptions of the páramo ecosystem services of the actors with influence in their use and management. We identified the water, logging and mining as critical services often related to the existence of conflicts between actors. These conflicts are generated by conflicting conceptions and actions on the management, exploitation, control and ownership of natural resources. The conflicting interests of exploitation-usufruct by residents and owners on the one hand, and the other one, the interest in conservation by state institutions and environmental groups and others, is supported by the opposition between conceptions and speeches either on a whimsical and abundant nature, or on ephemeral nature. We conclude that in the case study, the socio-economic problems are compounded when institutional presence is lack by state authorities and resource management companies, when lack of coordination among state institutions to intervene in the management, control resources, or when exist superposition of economic interests at different scale levels on the páramo complex.

En este artículo se presentan los resultados de una investigación sobre el complejo de páramos Frontino-Urrao, centrando la atención en la percepción que de los servicios ecosistémicos del páramo tienen los actores con influencia en su uso y manejo. Se identificaron el agua, la explotación maderera y la minería como servicios críticos frecuentemente relacionados con la existencia de conflictos entre actores, generados por concepciones y acciones contrapuestas sobre la gestión, explotación, control y propiedad de los recursos naturales. La confrontación de intereses de explotación-usufructo por parte de pobladores y propietarios y de conservación por parte de instituciones estatales o grupos ambientales, tiene como sustento la oposición entre concepciones y discursos ya sea sobre una naturaleza caprichosa y abundante, o bien sobre una naturaleza efímera. Se concluye para este estudio de caso que las problemáticas socio-económicas se agravan cuando hay falta de presencia institucional estatal y de empresas gestoras de los recursos, cuando hay desarticulación entre las instituciones estatales al intervenir en la administración, control o gestión de los recursos, o cuando se presentan superposiciones de intereses económicos a diferentes niveles escalares en las veredas del complejo de páramos Frontino-Urrao.
